Reuters's extractor is flagged unreliable upstream: the site changed something and the fix has not shipped yet. It is not your link. Retrying occasionally helps because the failure is not always total, but the real fix lands upstream rather than here.

It reads the rendition list Reuters publishes for that item and takes the highest progressive one — a single file with video and audio already muxed, so nothing has to be recombined afterwards. It never re-encodes, so it cannot give you a quality Reuters did not publish.
