A post or album URL goes to the gallery extractor, which walks the attached files; a stream URL goes to the media extractor, which negotiates renditions. Paste either and the right one picks it up. The order of operations
1. Grab whichever Tiktok link you have
A post link and a stream link are both fine here — they take different paths internally and you do not have to care which.

Tiktok is wired into both extractors. A post or album URL goes to the gallery route and returns the files attached to it; a stream URL goes to the media route and returns one negotiated rendition. Same box, different machinery, decided by the shape of the link.
Not usefully. A running stream has no end yet, so there is no finished file to hand you. Wait until Tiktok publishes the replay or VOD — at that point it behaves like any other item and downloads normally.
